REALIGNMENT OF THE BARBOSA AVENUE, SAN JUAN, PUERTO RICO
Section 2: Project Scope
The project consists of realignment of the Barbosa Avenue from the bridge over
the Caño Martin Peña to the intersection with Rexach and Constitution streets. The
Work (Base Bid Proposal) includes but is not limited to: Realignment of the Barbosa
Avenue with four lanes (two in each direction), construction of sidewalks, bicycle lanes,
lateral parking and roundabout construction at the intersection between Barbosa
Avenue and Rexach Avenue / Constitution Street. The project also includes electrical,
potable water system, sanitary sewer system and storm sewer system infrastructures
among others.
The project includes the following Allowances:
1. Relocation of Gavions Box in the Project Area.
2. Remediation ACT Contaminated Soil.
3. Lead Paint Mitigation Including Studies, Permits, Mitigation and Disposal of
Contaminated Material for Structures to be Demolished, identified in
construction Drawings (Sheet GR-6) and Existing Pavement Marking Lines,
Curd Paint, and Pain in Traffic Devices Bases.
4. Asbestos Facilities Mitigation, Including Studies, Permits, Mitigation and
Disposal of Contaminated Material for Structures to be Demolished, Identified
in construction Drawing (Sheet GR-6).
5. Relocation of Telecommunication Equipment.
6. PREPA Contributions, “Via Libre” and Point of Connection Fee’s.
7. PRASA Contributions and Point of Connection Fee’s.
8. Allowance for any additional work with prior authorization of PRIFA.

Monthly Executive Summary:
This report summarizes the work performed by the Contractor, Design Build LLC,
for the referenced project from July 1, 2020 thru July 31, 2020. During this period
Iglesias Vazquez & Associates, PSC served as Construction Inspector, CMA Architects
and Engineers, LLC as Supervision and Authority for the Financing of the Infrastructure
of Puerto Rico as Construction Manager. URS Caribe, LLC performed the Construction
Plans and Specifications however this company is no longer working for the project. The
Owner of the project is Corporación del Proyecto ENLACE del Caño Martín Peña
(ENLACE).
Highlights of the month:
1. The time extension was negotiated and included as part of the Change Order A.
This time extension moves the Substantial Completion Date from July 16, 2020
to May 31, 2021.
2. The PREPA staff visited the project to perform the coordination of vias libres in
order to complete de system electric connections.
Accomplishments of the month:
1. The Change Order A, which includes costs of 10 items, was approved by AFI.
2. The Shop Drawing #22, Storm Sewer System was approved as noted by the
Supervision.

Weather Conditions:
The Tropical Storm called Isaac, which passed to the south of Puerto Rico, affected the
construction activities on at least three days.
Construction Activities:
The Contractor performed the following construction activities:
1. Marked survey points on the project along Line 1 in order to outline the geometry
of the Barbosa Avenue realignment.
2. Performed finishes at sanitary manholes #1 and #4.
3. Performed unclassified excavations for the construction of subbase at Line 1.
Problems Affecting the Project:
1. Several months ago, the Contractor generated the RFI #6 requesting how to
proceed to the construction of the subbase of the propose street because of the
presence of water at the excavation. The Supervision recommended to perform a
geotechnical study and it was conducted through the Contractor and included as
part of the Allowance #8. As requested by the Supervision, GMTS performed two
additional borings and a preliminary repost was submitted last week. This study
recommends the improvements of the soil sublayer at the roundabout area in
order to avoid bothprimary and secondary settlements. Stone columns has been
recommended to improve the subsoil and thus avoid the above-mentioned
settlements. Thus, geotechnical companies are been contacted to provide its
proposals and are under evaluation. The Contractor submitted a cost proposal of
$1,708,647.63 to provide stone columns at the affected area. ENLACE has not
yet assigned the budget for this work.
2. The project does not have the endorsement of the Negociado de
Telecomunicaciones de Puerto Rico. The Inspection is looking to obtain the
information of the corresponding telecommunications providers in order to
identify the affected telecommunication infrastructure at project site.
3. The RFI #13, related to the connection point of the storm sewer system at the
Pump Station Rexach (Construction Sheet DR-1A), was submitted on May 2020
by Contractor and has not been answered by the Supervision because of the
Municipio Autónomo de San Juan endorsement.
Project Status:
The project currently has 17.7% of physical progress and the time elapsed is 50.9%.
This percent of time elapsed is considering the time extension awarded in Change
Order A.
Remarks:
1. According to the latest progress scheduled the critical path of the project
corresponds to the activities related to the storm sewer system.

2. Four weekly construction meetings were held through Microsoft Teams platform
because of COVID-19.
3. The RFI #15, related to buoyancy of the storm sewer catch basins, was
answered by Supervision. In general, the drainage structures base extensions
were requested to compensate the buoyant force. The Supervision concluded
the following catch basins 4, 5, 6,10, 11,13, 14, 15, 16, 19, 21, 23, 24, 25, 26, 27,
28, 29, 30, 31 and 32B has no buoyancy problem using the received catch basin
structures.
Change Order Status:
The Change Order A was approved and registered in the Contralor de Puerto Rico. The
following items has been included as part of the Change Order A:
1. For the deductive amount of $116,800.00, without time extension, to eliminate
Allowance # 2 related to the remediation of contaminated soil
2. For the deductive amount of $17,463.63, without time extension, to balance
Allowance # 8 related to additional work on the project
3. For the deductive amount of $10,800.00, without time extension, to balance
Allowance # 4 related to asbestos facility mitigation
4. For the additive amount of $9,415.43, without time extension, to balance the
work of Allowance # 1 related to removal and disposal of existing gabions
5. For the additive amount of $7,000.04, without time extension, to replace the
URD-3A Electric Power Authority standards for URD-3 on two electric poles
6. For the additive amount of $5,032.56, without time extension, for the removal of
an existing intermittent traffic light
7. For the additive amount of $16,125.45, without time extension, to cover the costs
related to the increase in resistance of the wind speed of the lighting poles
8. For the additive amount of $37,009.35, without time extension, to install an
electrical primary manhole for the Electric Power Authority
9. For the additive amount of $5,658.57, without time extension, to improve the
subsoil of Line 1
10. For the additive amount of $339,105.17, with a time extension of 319 consecutive
days for the Substantial Completion, due to modifications of the entire storm
water system.
The Change Order A increases the Contract for the amount of $274,282.94, thus the
revised amount of Contract is $4,407,622.94. On the other hand, this change order
includes a time extension of 319 consecutives which moves the Substantial Completion
date from July 16, 2020 to May 31, 2021.
Application for Payment Status:
The Contractor submitted the drafts of the applications for payments #8 and #9
corresponding to May 2020 and June 2020 respectively. These drafts were evaluated
by the Inspection.

“S” Curve and Progress Schedule:
The “S” Curve is updated up to July 31, 2020. On the other hand, the Contractor
submitted the Project Schedule (CPM) updated by July 21, 2020. The critical path of the
project corresponds to the civil activities.

1. Pocetos con espacio insuficiente
para la tubería especificada: Favor
realizar el mismo ejercicio
considerando dos tuberías paralelas
de 15”Ø en lugar de una de 18”.
Una segunda alternativa implicaría el
re-diseño del sistema pluvial y de la
nivelación (“grading”).
2. Pocetos tipo 1 en areas verdes:
Considerar el uso de Poceto/parrilla
tipo 4 o tipo 5 de los dibujos
estándares de la Autoridad de
Carreteras (Drainage Inlet Type 4 /
Drainage Inlet Type 5 – Depressed
Grass Median).
3. Pocetos en rampas de impedidos:
Como primera opción se debe
considerar hacer pequeños ajustes de
localización bien sea de la rampa o el
poceto y documentar dichos ajustes
en los dibujos “As-Built”.
En los casos, si alguno, en que no se
puedan realizar ajustes menores no
tenemos objeción al uso del tipo de
parrilla propuesta por el suplidor (USF
4122 Frame / 6172 Grate).
Se notificó al Contratista que en
reunión semanal de proyecto del 18
de septiembre de 2019, se estableció
entre todas las partes que la fecha
límite para remover los mencionados
vehículos (por parte de los residentes)
es el 4 de octubre de 2019. Además
se le indicó al Contratista que para
poder atender este asunto sería
necesario que se someta el CPM del
proyecto y así evaluar las actividades
críticas que se estarían afectando.

1. En algunos casos la tubería pluvial que
entra resulta más alta que el tope de los
pocetos donde serían conectadas.
2.Las parillas pluviales en áreas verdes no
son especificadas para áreas verdes.
3. Existen parillas en las rampas de
impedidos.

vehículos inservibles en el área del
proyecto ya que esta ocasionando atrasos

qué información se esta requiriendo.

El Contratista notifica que una de las
estructuras a demoler esta ocupada por
una persona por lo que presenta un riesgo
de seguridad.
En los planos demolición (UTE-3) se
indica que se debe remover la toma
secundaria que alimenta la residencia
#574. Mientras que la hoja de mejoras
eléctricas (UTE-4) no indica donde será
conectada dicha residencia. Favor de
aclarar de donde se alimentará la toma
para esa residencia.
Se solicita los planos eléctricos
endosados por la AEE. Los planos
eléctricos del proyecto de referencia no
cuentan con el sello de endoso de la
Autoridad de Energía Eléctrica. El diseño
tiene una revisión con fecha del 26 de
abril de 2017 con una nota de que fue
sometido nuevamente debido a que la
aprobación había vencido.

La hoja UTE-3 no instruye a remover
la toma de la residencia #574.
Favor notar que la Hoja UTE-3 es la
hoja de Condiciones Existentes y
Demolición. Los elementos eléctricos
a demoler/remover están identificados
con el indicativo [-R-] que se ilustra en
la leyenda eléctrica (Hoja UTE-1).

autoridad asignó un Inspector de la
AEE.

Se esta requiriendo como proceder con la
construcción de la subbase de la sección
de calle ante un nivel freático de menos
de dos pies de profundidad.

En visita al campo con el inspector Ángel
San Inocencio de la AEE se pudo
observar que los pedestales soterrados
del alumbrado donde sería el punto de
conexión (hoja LT-2) las tuberías no
contienen cabrería secundaría. Se
observa que la infraestructura soterrada
fue abandonada y se conectó el
alumbrado aéreamente. Se solicita como
realizar la transición de la línea secundaria
aérea a soterrada.

El Diseñador contesta que se refiera a
la nota 15 de la hoja de plano GR-2
donde indica que el contratista debe
proveer 10”de gravilla en las áreas
que estén afectadas por el agua.
Añade que el Contratista es
responsible de el bombear el agua
encontrada al pluvial mas cercano.
Si se requiere mantener la instalación
soterrada ilustrada en los planos de
URS habría que alambrar los tramos
hasta cada subestación de alumbrado
y rehabilitar los controles de
iluminación lo cual no es parte del
ámbito de construcción actual.
Entendemos que la solución más
económica es continuar con la
instalación aérea con triplex #1/0 en
aluminio. Es importante que antes de
proceder con esta recomendación se
consulte el asunto con el personal de
la AEE.

Description
1. Hacer una conexión aérea en postes de
aluminio no es un patrón de construcción
de la AEE.
2. En cuanto a la medicion del sistema,
como ya se comprobó que las
subestaciones no están en servicio porque
fueron vandalizadas, la solución tiene que

Esto es un cambio a las condiciones que
se habían considerado en el diseño.
En los planos del proyecto en la línea 7
conexión de la Ave. Constitución con la
Ave. Barbosa se muestra un box culvert,
el mismo según se observa no afecta los
trabajos. Sin embargo, al realizar el
marcado de agrimensura esta estructura
si afecta la construcción del rodaje el
paseo de bicicleta y la acera. Se solicita
como proceder.
Los documentos contractuales incluyen la
realineación de la avenida Barbosa a
través de la Línea 1 según la hoja GR-7.
En la intersección de la avenida Barbosa y
la calle 1 está ubicado un semáforo
intermitente el cual está colgado de un
cable y a su vez este cable está adjunto a
dos postes existentes los cuales no están
identificados en los planos. Uno de los
postes se afecta por la construcción de la
realineación.

Answer
Estamos conscientes de lo expresado
en los puntos 1 y 2. Es por esa razón
que propusimos consultar el tema con
la AEE en aras de intentar que se
provea la solución menos onerosa
para el dueño. De no ser aceptable
para la AEE o para el dueño realizar
otra cosa que no sea lo que se ilustra
en los planos originales de URS,
habría que hacer lo que indicamos en
la respuesta original al RFI.
La Supervisión envió un rediseño de
la rotonda en formato .dwg
El poste en cuestión soporta un
semáforo de luz intermitente sobre el
cruce de peatones desde la calle Las
Mercedes hacia la calle del Pilar. En
el diseño de URS este cruce de
peatones se elimina (se mueve más
adelante) y no se contempla ningún
semáforo en esta intersección. Para
ejecutar lo que ilustran los planos de
URS será necesario remover este
poste.
Se debe proveer una nueva
subestación de alumbrado (25 KVA)
montada en poste que incluya una
base de metro contador de la AEE y
los contadores requeridos para la
conexión y control de las luminarias
ubicadas dentro del área del proyecto.
Las luminarias existentes del proyecto
permanecerán conectadas de forma
aérea como están.

La AEE indicó que los puntos de conexión
del alumbrado actualmente no cuentan
con equipo de medición. En los planos no
se contempla equipo de medición para
esos fines por tal razón sometemos el
siguiente RFI para que se aclare y se
consulte con la AEE la localización.

tubería de 30” al sistema de bombeo
existente. Se solicita si seria necesario la
instalacion de una parilla antes de llegar al
pit.

Por este medio se les solicita la razón por
la cual se nos solicitó en los dibujos de
taller para los inlet para el sistema
pluvial, extender la base de los mismos
unas 6” y otras 1’. Ya que la fábrica
“Atlantic Pipe” no cuenta con moldes
para esta solicitud, si el propósito es por
flotación Atlantic Pipe puede fabricar los
inlet con base de mayor grueso.

The drainage structures base
extension were requested to
compensate the buoyant force. After
receiving the alternate catch basin
structures via email on June 26,2020
(see drawings included on the email at
the end of this document) we proceed
to perform an evaluation of the
structures buoyancy. After the
evaluation we conclude the following
catch basins 4-6,10-11,13-16, 19, 21,
23-31 & 32B has no buoyancy
problem using the received catch
basin strutures
