Current , 2016 2.Extend service to additional Central Valley communities – downtown Modesto in the near term and downtown Merced subsequently 3.Integrate ACE into a unified northern California Rail service extending to and connecting with the high-speed rail system 2019 2023 4.Provide connectivity and accessibility to Oakland and Oakland International Airport; maximize intermodal connections with other rail services including BART 5.Enhance the quality of life in the San Joaquin Valley and Bay Area by providing an alternative to the automobile to relieve congestion along I-580, I-680, I-205 and SR-99 and reduce greenhouse gases Planning Principles • Make improvements to existing route shared with freight traffic to provide cost-effective solutions to enhance and expand service • Identify a menu of improvements and phase investments over time to allow for continual improvement • Develop new dedicated passenger corridor and/or track where feasible and cost-effective • Support emerging smart communities strategies in the San Joaquin Valley by developing downtown stations • Maximize opportunities for connectivity to rail and other public transport modes May_2016_ACE_Forward_Boards_HC YB.indd 2 5/23/2016 9:55:09 AM Schedule Activity Schedule ALTERNATIVES DESCRIPTION MAY 2016 IN-PROGRESS DESIGN AUGUST 2015 - MARCH 2016 FULL PACKAGE DESIGN MAY 2016 ADMINISTRATIVE DRAFT ENVIRONMENTAL IMPACT REPORT (EIR) JUNE 2016 DRAFT EIR + PUBLIC REVIEW LATE SUMMER/FALL 2016 FINAL EIR JUNE 2017 A SEPARATE ENVIRONMENTAL IMPACT STATEMENT (EIS) UNDER THE NATIONAL ENVIRONMENTAL POLICY ACT (NEPA) IS BEING PREPARED BY THE FEDERAL RAIL ADMINISTRATION (FRA), EXPECTED 2017 May_2016_ACE_Forward_Boards_HC YB.indd 3 5/23/2016 9:55:12 AM ACE Today Fun ACE facts • • • • • • Current Service Area 4 round trip trains serving from Stockton to San Jose 4 trains in AM Westbound, 4 in PM Eastbound safely transports over a million passengers per year current operations are projected to reduce vehicle miles traveled by 43.5 million miles in 2015 current operations are projected to reduce CO2 by 24 million pounds in 2015 Equipment and Amenities • • One locomotive per 4-8 coaches • • • • Bike cars with 14 bike stalls Top speed 79 mph Tables with power outlets Wheelchair accessible Wi-Fi service Current , 2016 Diesel Locomotive Who pays for ACE? 2014/2015 Funding Sources ACE versus Car • Relax or work in 2.67% comfort on ACE versus sit in traffic 14.04% • Stress-free commuting From/To Lathrop Stockton 0:24 Pleasanton 1:13 Great America San Jose 1:58 2:12 ACE Stockton Lathrop Car (Peak) ACE Lathrop Pleasanton Car (Peak) ACE Great America Pleasanton Car (Peak) 2.67% Great America 14.04% 0:20 1:35 2:10 2:05 16.72% 4.37% SANTA CLARA VTA 1:34 1:48 1:20 1:55 1:50 2.67% 0:39 0:53 4.37% SAN JOAQUIN COUNTY MEASURE K ACE Service 2014/2015 Funding Sources 14.04% 0:45 0:14 0:20 16.72% CAR (Peak) = congested drive times are typical trips made in the peak 15-minute period of a midweek commute. The extension to Modesto and Merced assumes a top travel speed of 79 mph on new track within the existing UPRR Fresno Subdivision right-of-way. Where allowed by the UPRR, potential operation at speeds up to 110 mph could be achieved in the long term with additional travel time savings. May_2016_ACE_Forward_Boards_HC YB.indd 5 5/23/2016 9:55:22 AM Improvement Examples Siding extensions accommodate longer freight trains, allowing ACE to pass by on the main track (such as on the right) without delay ACEforward improvements will address pinch points such as this one in the Alviso wetlands, where tracks are shared with two Amtrak lines and freight operations With sidings and double tracking, ACE can pass other trains – keeping ACE on time and allowing for an expanded schedule Station improvements will expand capacity and enhance passenger amenities Trackwork modifications or new alignments are proposed to replace track sections with tight curves that slow ACE down May_2016_ACE_Forward_Boards_HC YB.indd 6 Grade separations such as this one in Livermore will allow ACE to operate at faster speeds and remove delays to crossing traffic, while offering safety and noise reduction benefits 5/23/2016 9:55:29 AM Comment Station Your input is important to us!
