First Seminar of Life Cycle Assessment in Mexico REPORT Dr. Leonor Patricia Güereca Hernández August, 2013 CONTENT INTRODUCTION OBJECTIVES FIRST SEMINAR OF LIFE CYCLE ASSESSMENT LIFE CYCLE ASSESSMENT POSTER EXHIBITION INTERNACIONAL LATINAMERICA EVALUATION ANNEXS WORKSHOP: LIFE CYCLE ASSESSMENT DATABASES IN INTRODUCTION In the last years, Life Cycle Assessment (LCA) has become a development and research tool for diverse governmental and not governmental organizations. This is what the United Nations for Environment Programme (UNEP) has showed with the development of the Life Cycle Initiative (LCInitiative) with the Society of Environmental Toxicology and Chemistry (SETAC) in order to help practicioners around the world to use efficiently this tool. OBJECTIVES With the goal to contribute to promote the life cycle thinking, The Mexican Life Cycle Network with the support from UNEP, LCInitiative, The Engineering Institute of the Universidad Autónoma de México (UNAM), the Environment and Natural Resources Office (SEMARNAT), The Iberoamerican Life Cycle Network and the Life Cycle Assessment and Sustainable Design Center (CADIS) organized the frist seminar of LCA in Mexico and the International Workshop: Life Cycle assessment databases in Latinamerica. FIRST SEMINAR OF LIFE CYCLE ASSESSMENT In the seminar and the workshop, national and international topics were discussed, showing that the use and implementation of LCA is everyday more relevant as a methodological tool for decisionmaking in production and consumption. The presentations on the LCA seminar were made during August,15 between 09:00 and 14:00 hrs., at the beginning of the session, research projects in LCA were presented in posters (26 projects), at 10:00 hrs the seminar was inaugurated by Ing. Silvia Triviño, General Industry Director from SEMARNAT, who commented on the new guidelines for Mexican industry regarding LCA application through improvement processes and sustainable practices. Minister Dolores Barrientos Alemán, representing of the UNEP office in Mexico, explained the evolution of the UNEP/SETAC LCInitiative and encouraged on the use of LCA to support the decision-making process. The agenda seeks to take the life cycle concept to practice and to improve the supporting tools with better information and indicators, organizing and enabling expert groups to generate databases and systems. 1. Life Cycle Management (LCM) program seeks to improve the capability of decision-makers through the development of informative materials, the creation of discussion spaces yo share good practices and the organization of trainings around the world. 2. The Life Cycle Impact Assessment (LCIA) program improves the quality and international aplicability of life cycle indicators through the discussion and colaboration between experts. 3. The Life Cycle Inventory (LCI) program improves the access to visible and high quality life cycle data. The seminar also had panels about the different applications of LCA, LCA in construction projects were presented; between the speakers, Nydia Suppen (General Coordinator of CADIS) presented the speech entitled “LCA and construction in Mexico”, it showed the current development of LCA in the construction industry and how it is related to the procedures of validation and certification of sustainable buildings. Also was in the panel the professor Jorge Aguillón Robles, who is the representative from de Academical Group for Sustainable Habitat of the Universidad Autónoma de San Luis de Potosí; he presented the speech ”LCA of construction materials and Carbon Footprinting in San Luis de Potosí”; at last, Dr. Teresa Arguello Méndez of the Architecture Faculty of the Universidad Autónoma de Chiapas presented the speech entitled “Estimation of the Greenhouse gases emissions in the construction of social multifamiliar buildings. The second panel was “LCA in waste management”, at this panel internationally relevant projects were presented, they show the applicability of LCA in the decision-making process, this time, Dr. Adalberto Noyola Robles, Director of the Engineering Institute at UNAM presented “LCA at UNAM and its applicability in the water waste management. Dr. Arturo Gavilán García, Research Director on Chemical substances and ecotoxicology risks at the National Institute of Ecology and Climate Change (INECC) presented “INECC experience in LCA: Case Studie of computers and PET bottles” and Mr. Enrique de Hoyos, researcher for CEMEX presented the speech “The co-processing and LCA: Use of alternative fuels in cement industry”. The third panel was titled “LCA in the energy sector”, the speechers presented the applications of lCA in projects which required decisión–making from the economic perspective and cost-benefit assessment. In this topic participated Dr. Miguel A. Morales Mora, Sub manager of Environmental Protection from PEMEX-Petroquímica with his presentation “LCA in PEMEX-Pertroquímica: Case Studies”; Dr. Gustavo Sosa, Researcher from the Oil Mexican Institute with his speech “Use of LCA increase in the Mexican Oil Industry” and Mr. Jorge Carlos Carpio Aguilar, Technical Engineer for service at the company “Smurfit Cartón y Papel de México S.A. de C.V.” with his presentation “ LCA and its use in the fabrication of CARTÓN CORRUGADO. Experience in Smurfit Kappa”. LIFE CYCLE ASSESSMENT POSTER EXHIBITION In parallel with the first seminar on LCA, the first exhibition of LCA posters in LCA took place. There were presented twenty six (26) from academia and companies. INTERNACIONAL LATINAMERICA WORKSHOP: LIFE CYCLE ASSESSMENT DATABASES IN The International Workshop was held on Auguts, 15 and 16. On Thursday, the first activity began at 16:00 hrs with the welcome by Minister Dolores Barrientos, representative of the UNEP office in Mexico and Nydia Suppen, who presented the Global Guidance for Life Cycle Databases (UNEP/SETAC LCInitiative). The workshop continued during the second day with the presentations from Denise Kronemberger, project manager of the Coordination of Natural Resources and Environmental Studies (CREN) from the Brazilian Institute for Geography and Statistics (IBGE); Claudia César Retamal Rodríguez, member of the Environmental Statistics Unit at The National Statistics Institution of Chile (INE); and Ana Sabogal, former General Director of Environmental Information at the Environmental Ministry of Peru (MINAM). They commented the state of art regarding lifecycle databases in Latinamerica and the next steps for the application of LCA tools. The Mexican representative was César Cabrera Cedillo, chief from the department of consolidation of environmental accounts at the National Institute of Statistics and Geography (INEGI), he presented the project “Water Accounts, Material Flow and Atmospheric Emissions in Mexico”, showing the advances in database related topics. In the last part of the event, a seminar in Input Output (IOA) was held; the speakers were Dr. Sangwon Suh and Dr. Carlos López; they showed the application of the LCA and the handling of statistics input-product.
