Son dos maneras de decir lo mismo, pero

too va delante del adjetivo al que modifica
This T-shirt is too small for me.
Esta camiseta es demasiado pequeña para mi.

enough va detrás del adjetivo al que modifica
This T-shirt is not big enough for me.
Esta camiseta no es lo bastante grande para mi.
Esta camiseta no es lo suficientemente grande para mi.
