PROFILE MANAGER OF 1ST MISSIONS NURSE, LOGISTICIAN, MEDICAL DOCTOR AND ADMIN POOLS JOB CONTEXT AND GENERAL OBJECTIVE The Profile Manager is hierarchically accountable to the Head of Recruitment, Development and Pool Manager and aims at contributing to guaranteeing the presence in the MSF OCBA projects necessary professionals based on quality and quantity needs in the short, mid and long term. This will be achieved by managing a pool of professionals matching the Organisation’s requirements. The position is placed within the HR Department including the Management and Assistant to the Department and 5 units: Policy Making; HR Management Unit; Recruitment, Development and Pool Management; Training; and Administration of Persons. The Recruitment, Development and Pool Management Unit is made up of a team of Profile Managers and one Recruitment unit. MAIN RESPONSIBILITIES AND TASKS Inflow of 1st Missions (1stM ) to develop the big pool and Interaction with the Recruitment Unit The volume of 1stM joining the organization has a great impact in the future HR capacity of each pool and in the development of future Coordinators. Ensuring that each year MSF has more qualified and more committed staff to build a career in MSF is essential to achieve our social Mission. • Analyse and continuously update the Ops 1stM needs and the inflow of 1stM needs of each pool to ensure building the future needed HR Capacity (of experienced staff) • Analyse the ‘buffer’ of 1stM needed to ensure the proper ‘absorption’ of peaks of 1stM demand • Coordinate with the REHUCOs of each Operational Cell and the HRCos of each Mission the opening of 1stM posts according with the future Pool Development Needs • Report (monthly) the inflow of 1stM Deps by Profile, Mission/Project and Cell • Set the priority needs for the Recruitment Team well in advance so as to ensure enough HR having the qualifications, training and competencies needed to address the 1stM operational needs. • Define with Ops Dept strategies to open of 1stM posts by profile (prioritizing the most critical pools) and put in place the needed measures to achieve the targets of 1stM Deps by profile • Define and continuously update, in coordination with Head of Pool and the Pool Mgr of each profile, the targets of 1stM by profile, ensuring that all of them are Specific (language skills, etc.), Measurable (volume per profile), Achievable (defined well in advanced, etc.) and Time-Framed (defined deadline) • Share and continuously update the targets by profile with each Referent Recruiter in OCBA • Follow-up in close coordination with each OCBA Referent Recruiter the achievement (on-time) of agreed targets (recruited by OCBA Recruitment Team or PSs Recruiters) Follow-up, Career Management and Retention of 1stM of big pools The Profile Manager is the professional in charge of developing a pool of International Staff aligned with the Operations needs in MSF-OCBA. More specifically, the Pool Mgr of 1stM is in charge of ensuring the adequate first career steps of all Nurse, Logistician, Medical Doctor and Admin in MSF OCBA. • Support each person of the pool to gain awareness and assimilate the improvement areas detected (in the recruitment process) before the first Mission and to get committed to work on their improvement since the very first assignment with MSF. • Provide the best possible general induction to MSF (BF, answering doubts, Common PPD week, PPD Online, etc.) and to the specific job to hold in the field (PPD Technical Week, Induction by HQ Referents, Doblete/Overstaffing, etc.) • Fulfil and manage properly and on time the applications for PPD Course (mainly in OCBA, but also with other OCs when needed), follow the total volume of attendees and prioritize the attendees whenever the volume exceed the capacity of the PPD • Follow and be in contact with each person of the pool, be supportive and be aware of the development & professional needs • Give information and advice the pool to orientate their career path in MSF based on the individual interests and the organizational needs. • Debrief the pool at the end of assignment, focusing on their future professional motivations and the reinforcement of their development challenges. • Gather the level of performance, strengths and weaknesses shown by all 1stMers in the field and ensure an early detection of high-potential staff • Based on the profile, previous experience and/or level of performance shown of the 1st field assignment, assess which is the most appropriate next career step in MSF for each person of the pool: 1.) ‘In & Out’ Pool (most of the cases); 2.) Extended Emergency Pool (limited number of cases); 3.) Vocationer Pool (very limited number of cases) Matching of all 1stM Nurse, Logistician, Medical Doctor and Admin in OCBA The Profile Manager is responsible and accountable for searching, identifying and appointing the people to fill field vacancies, seeing in turn to the development of a career path for the International Staff (and National Staff holding field coordination positions) throughout their professional life in the Organisation. More specifically, the Pool Mgr of 1stM is in charge of covering all 1stM position for generalist Nurse, Logistician, Medical Doctor and Admin profiles in MSF OCBA. • Based on the Annual Plan drawn up by the HR Management, fill the vacancies well in advance, conveying the information to HR reference officers in the Operational Cells (Rehucos) and the Travel Unit so that departure to the mission can be accordingly organised. • Size the recruitment targets and 1stM buffer to ensure all 1stM Nurse, Log, MD and Admin posts are always covered on time • Ensure (in coordination with Recruitment Unit) the availability in the Organisation of people having profiles matching operational needs, ready to leave for the projects, while coordinating with the Medical and Operations departments to know and anticipate needs in MSF-OCBA • Ensure communication/consulting with the Pool Mgrs of Nurse, Logistician, Medical Doctor and Admin in order to appoint the candidates best suiting the job requirements. • Keep information about availability and qualifications of each candidates up to date on the SAP database • Guarantee that all the candidates pre-matched have access to the needed and updated information about the position, project, living and working conditions. • Offer vacancies to the 1stM Nurse, Logistician, Medical Doctor and Admin and ensure an outstanding coverage of all 1stM regular and emergency posts • Carry out the matching process in SAP database to formalize the closed matching and launch the administration and VISA/travel HR processes Feedback the Recruitment Team to enable a continuous improvement of Selection tools The quality of the recruitment process and the new comers joining the organization is a crucial procedure to be continuously improved. Not only the Competency Profile, the Technical Expertise and the Flexibility, but also the long-term engagement with MSF and the commitment to Humanitarian Principles, are key assets to protect from the Recruitment side. Analyse the main strengths and weaknesses that 1stM show in their first assignment, by profile, recruitment actor, nationality, etc. Identify the core behaviours that make 1stMers to succeed and collaborate with Recruitment Unit in the design of recruitment solutions Report and feedback the Recruitment Unit of OCBA and all PSs with the lessons learnt in terms of Competencies, Technical know-how and Commitment/Flexibility of each 1stM assigned to the field Other tasks: • Actively participate in the PPD (Preparation for Primary Departure course). • Actively participate, whenever is needed, in the Assessment Centres (MSF selection tests) • Participate in the department and unit planning as well as in defining and/or adjusting the MSF Spain/OCBA HR policy. • Participate as a facilitator in training courses and workshops organised by MSF Spain/OCBA. SELECTION CRITERIA Education and experience • Provable education and / or experience in HR. • Field experience with MSF in various projects • Good command of English and French. Spanish desirable. • IT knowledge as a user (Microsoft Office setting). • Knowledge / experience in ERP/SAP systems will be a plus.
