Ladies and Gentlemen
En primer lugar, quiero darles a todos Uds la mas cordial bienvenida a nuestro pais, un pais que se encuentra
comprometido con la tarea de desarrollarse plenamente, de dar a todos sus habitantes las posibilidades de un
mejor futuro, al tiempo de ser un protagonista importante en las decisiones globales que hoy definen las
posibilidades reales de un mundo viable en el siglo que se inicia.
First of all, allow me to welcome you all to Mexico, a country which is wholeheartedly committed to its
comprehensive development and to providing all its inhabitants with the opportunity for a better future. A
country that wnts to play a significant role in the global decisions that today define the real possibilities of a
viable world upon the dawn of a new century.
Nos sentimos extremadamente honrados de poder contar con su presencia en Cancun, este bello lugar que
conjunta un invaluable pasado historico con los mas hermosos escenarios naturales y con un moderno y
atractivo desarrollo turistico.
We are greatly honored to have you with us here in Cancún, a delightful place that combines a remarkable
historical past with the most beautiful natural surroundings and modern and appealing tourist facilities.
Y nos sentimos felices de que participen en este 27 Congreso Internacional de Actuarios, en los Coloquios
Internacionales de ASTIN y AFIR y en el Seminario Internacional de Salud que con tanto esmero, carino y
entusiasmo hemos organizado.
And it also gives us great pleasure to have you participate in the 27th International Congress of Actuaries, as
well as in the ASTIN and AFIR International Colloquiums and the International Health Seminar which we
have organized with such dedication, care and enthusiasm.
Tambien quiero agradecer las amables palabras de los senores Yves Guerard y Edward Levay. Sus palabras
nos halagan y nos alientan. Su confianza nos estimula y nos motiva.

Hoy recuerdo con nostalgia aquel dia de Junio de 1989 cuando un grupo de colegas mexicanos constituimos
un grupo de trabajo para solicitar a la IAA la sede de un Congreso Internacional de Actuarios. Hoy ese dia se
ve tan extremadamente lejano y a la vez tan estrechamente cercano. Parece increible que hayan pasado 13
largos anos para que finalmente hoy estemos concretando ese gran sueno que en ese momento tuvimos
Today, I nostalgically look back upon that day, back in June, 1989, when a group of Mexican colleagues
created a working group in order to submit to the consideration of the IAA the possibility of appointing our
country as the host of an International Congress of Actuaries. That day seems so distant and yet so recent! It
is hard to believe that 13 long years have gone by and that today, at last, we have made that great dream come
true.
El camino fue largo, el trabajo fue muy intenso. Y al final, aquí estamos con todos Ustedes.
The road was long. The work was quite intense. But, here we are, together at long last.
Todos, bueno, casi todos los que participamos en este esfuerzo hoy nos complacemos con su compania. Pero
no todos llegaron. Al inicio de este ano, tuvimos la profunda tristeza de perder a un amigo, a un companero
que habia puesto todo su empeno para apoyar al éxito de esta tarea. En memoria de nuestro querido colega
Rafael Trava, ex Presidente del Colegio Nacional de Actuarios, quiero pedir a todos Uds nos pongamos de pie
y le brindemos un minuto de carinosos aplausos.
All of us –well, almost all of us—who participated in this endeavor, are pleased to see you here today. For
not everyone made it. Early this year we lost a friend, a colleague who had full-heartedly contributed to the
success of this task. I would like to ask you to please stand up and join me in honoring the memory of our
dear colleague Rafael Trava, former President of the Colegio Nacional de Actuarios, by giving him a minute
of a warm round of applause.
El mundo ha cambiado profundamente en todo este tiempo. Mexico tambien es un pais totalmente diferente.
La Asociacion Internacional de Actuarios es completamente distinta. Los retos que los actuarios enfrentamos,
tambien lo son.
The world has changed considerably in these 13 years. Mexico has also become a totally different country.
The International Actuarial Association is completely different too, as are the challenges that must be faced
by us actuaries.
Pero lo que no es nuevo es nuestro compromiso con la sociedad para aplicar nuestras herramientas,
conocimientos y experiencias en la busqueda de soluciones que le den solidez y sentido al desarrollo de una
sociedad cada vez mas compleja y con problemas mas sofisticados
But one thing remains unchanged: our commitment with the public to use all our tools, knowledge and
experiences to seek solutions that may give strength and meaning to the development of an ever more
complex society with increasingly sophisticated problems.
La realizacion de un Congreso de esta naturaleza significa sin duda alguna un esfuerzo importante de
organización y coordinacion. Son inumerables los aspectos que hay que coordinar y vigilar. Hay que unir los
esfuerzos de muchas personas para llevar a cabo las tareas mas diversas. Pero el reto mas importante, sin
duda, no se encuentra solamente alli, en la organización, si no en el lograr darle una orientacion y un
contenido tal que nos permita salir robustecidos con nuevas y mas sofisticadas herramientas y estrategias que
nos permitan hacerle frente a nuestro amplio compromiso social
Holding a Congress such as this undoubtedly calls for a considerable organization and coordination effort.
There are countless elements that need to be orchestrated and taken into account. The energy of numerous
individuals must come together in order to perform the most diverse tasks. But without a doubt, the most
challenging task is not that of organizing a congress. It is being able to provide it with the program content
and design that will yield new and more sophisticated tools and strategies that will allow us to fulfill our
wide-ranging social commitment.
Con esto en mente es que llevamos a cabo una amplia convocatoria a actuarios de todo el mundo para
participar activamente en este evento y de esa forma poder conjuntar el talento actuarial con el que contamos
a lo largo y ancho de todo el planeta. El resultado no pudo ser mas halagador. La cantidad de sesiones que
celebraremos esta semana es impresionante. El numero de trabajos que seran presentados no tiene precedente,
y mucho menos la calidad de los mismos. Asimismo es de destacar la amplia variedad de los temas que seran
abordados. Esto nos lleva claramente a reiterar la conclusion de que nuestra profesion tiene un campo cada
vez mas amplio de accion y que jamas volveremos a ver al actuario circunscrito exclusivamente a las areas
tradicionales. El mundo que nos rodea, en el que vivimos, dista mucho de ser un mundo tradicional.
With this goal in mind, and in an attempt to bring together the actuarial talent which exists all over this planet,
we invited actuaries from all over the world to actively participate in this event. The result couldn’t have
been more rewarding. The number of sessions that will be held throughout the week is impressive. The
number of papers that will be presented is beyond compare, let alone the quality of the same. The wide
variety of topics that will be dealt with is also noteworthy. All of this clearly confirms the fact that our
profession has a wider sphere of influence and that we shall never go back to seeing actuaries limited
exclusively to traditional areas. The world around us, the world in which we live is far from being a
traditional world.
Los cruentos sucesos que han ocurrido en los ultimos tiempos, violentamente recrudecidos en los ultimos
meses, nos llevan a la innegable conclusion de que el mundo no puede subsistir con las desigualdades que hoy
existen, En el momento en el que inauguramos este Congreso Internacional de Actuarios, el Presidente de
Mexico Vicente Fox esta inaugurando la Conferencia Internacional sobre Financiamiento del Desarrollo que
la ONU esta celebrando en Monterrey, Mexico, y cuyo principal objetivo es tratar de abatir en el futuro mas
proximo posible las desigualdades sociales y economicas que abundan en el planeta. Si los trabajos de este
Congreso nuestro no contemplan al mismo tiempo esta problemática y si no somos capaces de poner al
servicio de la sociedad nuestra experiencia y capacidad para la solucion de sus problemas, nuestra profesion
se estara marginando de la misma.
The violent events that have taken place lately, brutally exacerbated during the past few months, lead us to
conclude unequivocally that the world cannot subsist with the current inequalities. At the very moment we
open this International Congress of Actuaries, the President of Mexico, Mr. Vicente Fox will be opening the
International Conference on Development Funding that the UN is holding in Monterrey, Mexico, and whose
main objective is trying to reduce in the nearest possible future the social and economic inequalities that
burden our planet. If the efforts of our Congress fail to take these problems into account, if we are unable to
make our expertise and skills available to society in order to solve its problems, then our profession will be
excluding itself from society.
El reto por lo tanto es profundo, la tarea es ardua. Pero tengo la confianza de que al final de la semana
saldremos de Cancun fortalecidos en capacidad, en entusiasmo y en compromiso. De que nosotros mismos no
nos volveremos a ver igual. De que al mundo no lo volveremos a ver igual. De que el mundo no nos volvera a
ver igual.
Hence, the challenge we face is tremendous; the task at hand is demanding. But I am confident that by the
end of this week we shall all leave Cancún with an increased potential, a greater enthusiasm and a more
zealous commitment. I am certain that we will change the way we see ourselves, the way we see the world,
and that the world will look at us under a different light.

Y solamente una cosa mas: Unanse a nosotros para que, entre todos, con entusiasmo y con esmero, con
alegria y con carino, hagamos de este 27 Congreso Internacional un maravilloso e inolvidable Congreso para
