MINUTES
I.
Call to Order – Mayor Boone called the meeting to order at 6:30 P.M.
II.
Roll Call - Present were Mayor Boone, Council Members Miles, Spivey, McBee, Carey and
Council Member-Elect Leo Montez. Absent was Debra Kimble.
III.
Certify Posting - The City Secretary certified that the Agenda was posted in accordance with the
Texas Open Meetings Act on Friday, November 14, 2014.
IV.
Invocation and Pledge of Allegiance: U.S. and Texas Flags – City Administrator Keith Whitfield
led the group in prayer, and Mayor Boone led the Pledges to the U.S. and Texas flags.
V.
Citizen Participation – There was no citizen participation.
VI.
Canvas of Votes for November 4, 2014 Election (escrutinar votos para la elección del 4 de
noviembre de 2014) – Mayor Boone canvassed the votes: Ward III - Leo Montez 30 votes,
Diana Miles 24 votes, and Ward I – Sam Carey 14 votes and Caleb Jenks 4 votes. Mayor Boone
declared Leo Montez and Sam Carey elected.
VII.
Issuance of Certificates of Election (Emisión del certificado de elección) – City Secretary Molly
Wilson issued the Certificate of Election to Mayor Boone. Mayor Boone issued Certificates of
Election to April Portillo, Cindy McBee, Roy Spivey, Sam Carey and Leo Montez.
VIII. Oath of Office to Mayor and Council Members, Newly Elected November 4, 2014
Juramento del cargo de Alcalde y los miembros del Consejo, el recién elegido 04 de noviembre
2014 – City Secretary Wilson gave the Oaths of Office to Larry Boone, April Portillo, Cindy
McBee, Roy Spivey, Sam Carey and Leo Montez, as newly elected Mayor and Council Members.
Mayor Boone and all of Council expressed their appreciation and thanks to Council Member
Diana Miles for her excellent service to the City Council and especially to the citizens of the City
of Rosebud.
IX.
Discussion and/or Action Regarding Nomination/Election of Mayor Pro-Tem – Council
Member McBee nominated Council Member Debra Kimble to serve as Mayor Pro-Tem. Council
Member Carey seconded the Motion. Mayor Boone commented and all agreed that Kimble has
been doing a great job as Mayor Pro-Tem and Council Member. A vote was taken, and the
Motion passed. Debra Kimble is the new Mayor Pro-Tem.
X.
Adjourn – Mayor Boone and City Council Council Member Spivey motion to adjourn the
meeting. Council Member Carey seconded the Motion. All were in favor, and Mayor Boone
closed the meeting at 6:45 P.M.
