PERSONAL PROFILE AND OBJECTIVES
I am a Senior Lecturer in Law at the University of Bristol Law School. I hold a European PhD by the Autonomous University
of Madrid (maximum qualification of summa cum laude by unanimity of the board, Jan 2010). I am also qualified as a lawyer
in Spain and have significant practical experience in commercial and competition law. I have an outstanding research and
publications track record in the area of economic law from a law and economics perspective, particularly in competition and
public procurement. The second edition of my leading monograph Public procurement and the EU competition rules is about
was recently published (Oxford, Hart, 2015) and is reaching an extended audience, and my work regularly appears in top
specialist journals such as the Public Procurement Law Review, the Antitrust Enforcement Journal or the European
Competition Law Review. I have also been invited to publish in more generalist outlets, such as the Cambridge Yearbook of
European Legal Studies. I am in the top 0.5% (n = 1,508) authors on the Social Science Research Network (SSRN) and author
the blog http://www.howtocrackanut.com/, one of which entries was shortlisted for the Antitrust Writing Awards 2015.
I have extensive experience teaching subjects in the areas of commercial law, corporate law and governance, international
finance, competition, procurement, EU law, economic analysis of law (or law and economics) and introductory modules, with
consistent positive student feedback. I developed and implemented an LLM in International and European Business Law
(www.upcomillas.es/en/miebl). I also have experience supervising research projects at LLB, LLM and PhD level, as well as
examining them. I developed the Legal Week as an engagement extracurricular activity and am very active in student mooting.
I liaise with policy-makers and try to promote research-informed decision-making. I am currently a Member of the European
Commission’s Stakeholder Expert Group on Public Procurement (E02807) (2015-2018). Previously, I have also been retained
as a senior expert by the World Bank and the Eurosystem Procurement Coordination Office (EPCO). I have been an
academic expert for the European Court of Auditors (ECA) and for the European Commission (DG Growth), and been
invited to training sessions for the EFTA Surveillance Authority (ESA). My scholarship and expertise trigger recurring
invitations to participate in international events of a high-profile, including conferences in the US, Asia and top universities in
EU/EEA countries, such as Oxford, Cambridge, LSE, Copenhagen, Bergen or Turin.
I work closely with the two main public procurement research hubs in the UK—the Institute of Competition and Procurement
Studies (Bangor) and the Public Procurement Research Group (Nottingham). I am a member of the informal network of
academics European Procurement Law Group, and keep research links with the Government Procurement Law Group at
George Washington University (DC, USA). I am a member of research groups and funded research projects with Spanish
colleagues. I am also a member of the research group on procurement, competition and corruption (Sussex), which focusses
on China and Africa. Together with Dr Grith S Ølykke (Copenhagen Business School), we have edited a book that brought
together young scholars from 12 EU jurisdictions and will form the basis of a future network of young European academics.
Beyond consolidating all these activities and further developing my research leadership and academic engagement, my future
plans include seeking funding for a major project on “Reimagining Public Procurement”, with which I would like to galvanize
the insights won in the last 6 years of intense academic life and scholarship and use as a blueprint for a new monograph.
