El Paso Independent School District PUBLIC RELATIONS DEPARTMENT Bulletin 2 Page 1 of 6 CIVIL RIGHTS COMPLIANCE The following guidelines are to assist principals, administrators, and employees in understanding and the compliance of civil rights (CR) as enforced by the Office for Civil Rights and the Texas Education Agency. The District has policies related to nondiscrimination, grievances, and harassment and we have an obligation to clearly inform the public of those policies when we distribute publications and other materials for public use to parents, students, applicants, or employees as a whole. The purpose is to ensure that all affected individuals are informed about procedures for the resolution of complaints and unlawful discrimination. This applies to District and campus publications. Note: NONDISCRIMINATION STATEMENT See Elementary/Secondary and Districtwide Schools Divisions Bulletin 4 for the civil rights accessibility plan/pathway information. 1. A nondiscrimination statement shall be applied to publications and other materials for public use that include those distributed to parents, students, applicants, vendors, or employees as a whole. The statement is not required to be on all documents. It should be applied to all publications and only on those forms that require screening as part of a selection process. Examples of publications include handbooks, newsletters, newspapers, brochures, flyers, videos (such as recruitment videos). Examples of other materials or forms for public use include employee applications, student program/club applications, or vendor bid forms. 2. The generally acceptable placement is an area reserved for credits such as the location where Board or Cabinet members are listed, or where a listing of those who created the information product is placed, or the beginning of a video. 3. The statement should be in both English and Spanish regardless of the language of the document. 4. The statement should be in a font no smaller than nine point. Its placement may be highlighted in italics or boxed in spot color. Caution should be used with darker color boxes, which tend to obscure type. 5. In order to demonstrate that we have clearly communicated our district policies and procedures for nondiscrimination and grievances and harassment to parents and students, each campus must provide an annual notification memo to parents/students. See Exhibit A - Notification Letter to Parent/Student-English and Exhibit B Notification Letter to Parent/Student-Spanish. The letter serves as proof of notification and must be kept on file for reference and as an audit trail for periodic monitoring. The letter also serves to communicate with those individuals that do not have access to our Web site. The student/parent notification letter must be included in student enrollment packages at the beginning of each school year, to include late enrollments, or enrollments throughout the year.
