CO-FINANCED UNSOLICITED PROPOSAL “LURIN - CHINCHA COMMUTER RAILWAY” Information to be published in PROINVERSION’S institutional website pursuant to paragraph 27.3 under article 27 of the Regulations pertaining to Legislative Decree nº 1012, enacted by virtue of Supreme Decree nº 127-2014-EF as amended: 1. Name and type of project, indication whether public facility, public services and/or services related thereto that the State is required to provide or applied research and/or technological innovation project pertaining to the State’s role, as well as indications on the entity owning the goods pertaining to the Project or its statutory condition. Name of project: Lurin - Chincha commuter railway Type of project The project includes the design, building, maintenance and operation of a commuter train linking the city of Lima to the city of Chincha. The contract period will be 50 years. The proposed route envisages starting the train service at Conchan Bridge in Lurin district, to run along the south Pan-American Highway to the city of Chincha. The project comprised in this private initiative will require using goods in the public domain as well as private properties. Using the latter will require expropriations and acquisitions by the Peruvian state. Consequently, this project falls within plans to create public railway infrastructure which will be used to provide public passenger transportation service. The competent entity is the Ministry of Transport and Communications 3. Project’s area of influence The project’s area of influence includes the regions (states) of Lima and Ica, and more specifically the following areas: - High impact: those areas immediately adjoining the proposed route including Lurin, Punta Hermosa, Punta Negra, San Bartolo, Santa María del Mar, Pucusana, Chilca, San Antonio, Mala, Asia, Cerro Azul, San Luis de Cañete, San Vicente de Cañete, Sunampe, Chincha Alta, etc. - Low impact: Metropolitan Lima districts as well as Pueblo Nuevo, Tambo de Mora, Chincha Baja, El Carmen, Alto Larán, Chavín, San Juan de Yanac, San Clemente, Independencia, Humay, San Andrés, Tupac Amaru Inca, Paracas, Salas, Subtanjalla, Ocucaje and other towns. Objectives, including the characteristics of the service, and the required service standard, as applicable To provide passenger transportation services in the center-south coastal band of Peru that meet international quality and efficiency standards. To contribute to the national government’s policy to foster private investments. To contribute to local economic development and direct and indirect job creation in the project’s area of influence and spur the national economy To contribute to modernizing the project’s area of influence and foster its development. To promote the optimum use of existing human and economic resources. To design, build and operate a commuter rail transportation system. To create new sources of permanent formal jobs in Peru. To increase the social and economic value of the areas adjoining the project. To contribute to enhance the peoples’ cultural and institutional identity. 5. Advantages for society Reducing travel time would be a major social benefit stemming from the building of a mass transportation system in the involved areas. Improved security would be an additional major social benefit derived from this type of project. These benefits include lower accident and injury rates, and less fatalities and physical damage. A transportation project of this type ca change the value of properties (land and buildings) and the use pattern of surrounding soil. Residents and companies in the areas near the facilities will perceive changes in their neighborhoods, which will become more attractive places for living, working and doing business. Av.
