This whitepaper describes the setup tasks and features for Balance Initialization available in Oracle Fusion HCM for Mexico (MX) for
Release 13 onwards.
INTRODUCTION
Setting initial balances values is an essential task when you are migrating payroll data from another system. This document gives an
overview of the balances, discusses the fundamentals of the Oracle Fusion HCM balance initialization process, and provides steps and
examples within that process in detail.
The following assumptions have been made for certain steps of this document and are out of scope within this discussion:
 Organization setup has been completed
 The employee has been created, payroll attached, and deduction cards have been created with associations
 Oracle ADF Desktop Integration Installer has been loaded
OVERVIEW OF BALANCES
In Oracle Fusion HCM, a payroll balance is defined as the accumulation of values over a specific time period. The three main
components of a balance are its name, the components that feed it (Balance Feeds), and the dimensions that define its unique
characteristics. For example, the balance Gross Earnings is the accumulation of all Earnings processed in a payroll run.
Dimensions allow you to view the value of a balance based on a predefined combination of time (that is, Period-to-Date or Tax Year-toDate), employment level (that is, assignment, terms, or payroll relationship), and context (required for specific balances only, such as
tax reporting unit, element, or payroll). For example, you might want to view Gross Earnings for one employee for the current pay
period, or as of year-to-date. Note that these context values referred to in the balance initialization process are known as References in
the Balance Results page.
Below are the definitions of the components of balances.
Balance Name
This is the actual name of the balance, for example Taxable Pay and is always a numeric Unit of Measure.
Balance Feed
Balance feeds define the element input values that make up a balance. Balance feeds can either add to (+) or subtract from (–) a
balance.
Balance Dimension
Balance dimensions define the time period, employment relationship, and context from which to calculate the balance. For example,
Assignment Tax Unit Year to Date indicates the balance value is for a given employees assignment within a particular Tax Reporting
Unit, for the Year to Date time period. Balance dimensions are predefined.
Contexts
Contexts are a means of restricting the run results that are included in a balance value. Contexts are predefined by either Global Payroll
or localizations. Contexts are specified as part of the dimension. In the above example of balance Taxable Pay, the dimension
Assignment Tax Unit Year to Date is accumulated at various contexts that is, at Term Number, Assignment Number, and Payroll
Relationship Number. So for each of these contexts, a value is available.

Defined Balance
The defined balance is the name used to identify the combination of the Balance Type and the Balance Dimension (for example,
Assignment Tax Year to Date). Whenever a balance value is retrieved, it is from a defined balance.
BALANCE MODEL: HOW IT ALL W ORKS TOGETHER
A defined balance value is the value for an individual on a particular date for a specific balance type. Each defined balance holds a
value for an individual at one of the three levels of the employment model.
Oracle Fusion HCM delivers some of the dimensions as a standard:
 Payroll relationship
 Employment terms
 Assignment
A balance feed is an association between a balance type and an element input value. For example, if you specify that the element
Basic Salary value feeds the Standard Earnings, an employee's salary run result feeds all Standard Earnings defined balances
provided that the contexts associated with that run result match the contexts used by the defined balance. The Load Initial Balances
process uses balance feeds from elements belonging to the Balance Initialization classification.
OVERVIEW OF THE BALANCE INITIALIZATION PROCESS
You can use HCM Data Loader to load the initial balance values before you process the employee in a payroll. Before you start
initializing the balances, group your employees into batches.
This image shows the steps involved in initializing balances.
1. Identify the balances to initialize. You can initialize legislative and user-defined balances. Each of the balances has its own
initialization requirements. (See Balances to Initialize)
2. Map the balances into the Global Payroll cloud. Remember, one legacy balance can feed one or more cloud balances. Also, many
legacy balances can feed one cloud balance (see Mapping Legacy Balances).
3. Extract legacy balances to load into the payroll cloud (See Extract and Configure Legacy Balances).
4. Load balance values to PAY_BAL_BATCH_HEADERS and PAY_BAL_BATCH_LINES interface tables by using these two separate
HCM Data Loader files.

5. Use the Load Initial Balances process from the Payroll Calculation work area to validate and transfer data from the batches into
Global Payroll. You can also use the process to roll back the batch if you need to correct and reprocess errors. This process creates
date-effective balance entries, or adjustments to ensure that the legislative balances are correct from the upload date (see Loading
Balance Values).
6. Check the balance load results to identify and correct any errors in the balances. Use the View Person Process Results and View
Payroll Process Results tasks from the Payroll Calculation work area to reconcile the loaded balances (see Reconcile Loaded
Balances).
BALANCE INITIALIZATION PROCESS FUNDAMENTALS
When migrating payroll data from another application into cloud payroll, you might have to set the initial balance values. To do this, you
can use HCM Data Loader to load balance values into batch views.
After loading the balance values, you submit the Load Initial Balances process. The process validates the batch data, and then
processes the batch to load the balance data. It then creates balance adjustments to set the required balance values.
For each balance that you want to initialize, you must set up the initial balance feed element. The Load Initial Balances process defines
these elements with Balance Initialization classification and later adds them to the balance as balance feeds.
Note: You can’t initialize balances after the payroll is run for the employee. In such a case, you’ll have to roll back the payroll run.
EXAMPLE
In the middle of the year (say 1st June), your company hired a group of employees as part of an acquisition. The original company
already paid them their earnings and deducted tax for the period of May. In your company’s ongoing payroll (July), you can initialize
these employees' payroll balances for that year. This way, you ensure that all the statutory deductions like Pay as You Earn (PAYE) are
calculated correctly in the next pay period as well as all statutory reports are accurate for the entire year and not just for the period they
worked in your company.
In the InitializeBalanceBatchLine.dat file you initialize the balance values for the total earnings balance.

Period to Date Balances Dimensions for Initialization
Period to Date (PTD) Dimensions are also seeded if you wish to initialize these. For example if there is a need to calculate average
earnings for some statutory payments where the Oracle Fusion Payroll application does not hold them and therefore need to be brought
in from the legacy system.
Inception to Date Balances Dimensions Seeded for Initialization
Inception to Date balance dimensions have been delivered when there may be a need to initialize the balance values relating to since
the beginning of time period. So just like YTD and PTD you should use these localized names as given in for Inception to Date
The Upload Date is the date the balances are effective. For example, an Upload Date of June 18 with the first payroll run for June 2016
means the balance values loaded reflect an employee’s balances for 31st May. This balance will then be the starting balance for June
payroll where the pay date is 30 June.
The balance loading process calculates the actual values required for each entry and the effective date for these entries. The result of
the calculation is the creation of two balance entries loaded into the payroll run results as:
– Taxable Pay_ASG_TU_PTD = 3,000.00, with an effective date of 31 May (the beginning of the period for the upload date)
– Taxable Pay_ASG_TU_TYTD = 15,000.00, with an effective date of 6 April (the beginning of the year for the upload date)
The result is that the cumulative values of the individual entries will be adjusted automatically for each balance as follows:
– Taxable Pay, Asg Tax-PTD = 3,000.00
– Taxable Pay, Asg Tax-YTD =15,000.00 – 3,000 = 12,000
When you initialize balance values, (for example, Salary) it will not feed other balances (that is, Taxable Pay). In the normal course of a
payroll run, the application will maintain itself and this is not an issue. However, run results created from initial balance uploads only
feed the specific balance for which they are loaded.
 Note: In this example, the two dimensions (ASG_TU_TYTD and ASG_TU_PTD) were initialized. However, you can simply initialize
the ASG_TU_TYTD dimension by only including the YTD batch line.
– Taxable Pay_ASG_TU_TYTD = 15,000
For this example, the process creates an adjustment only for the first day of the time period relevant to the YTD dimension, as shown in
the following table:

Mexico Balances to Initialize
Oracle Fusion HCM requires several balances in order to perform crucial calculations pertaining to an employee for earnings and
statutory deductions like tax and social insurance, benefits, pensions, etc.
Below is a list of balances you must consider for initialization. The Dimension columns refer to the following predefined balance
dimensions:

Depending on your requirements, you should also consider initializing the following:
 If your project has a go-live date that falls in the middle of a payroll period, you will also need to initialize Run balances
 Any Inception to date balances needed for your organization
 User defined balances
IMPORTANT NOTE
When initializing Inception to Date balances, the Payroll referenced in the batch must exist in the previous year and have payroll
periods defined for that previous year (because the process will attempt to create a balance initialization in the previous year).
MAPPING LEGACY BALANCES
Once you have identified all legacy balances that you need to load, you must perform a mapping exercise from the legacy payroll
system to Fusion Payroll. Great care should be taken when performing this exercise since this will be a major factor in determining the
number of iterations needed to complete the balance initialization process.
Some things to consider during this mapping activity:
 One legacy balance can feed one or more Oracle Fusion Payroll balances.
 Many legacy balances can be used to feed one Oracle Fusion Payroll balance.
 Legacy balances can come from many sources (that is, a payroll system, benefits system, and absence system. These Source of
Truth systems can be managed both in house and by outside vendors.)
EXTRACT AND CONFIGURE LEGACY BALANCES
There are several different methods that can be leveraged to extract legacy balance data for preparation to be loaded into Fusion. The
common methods are as follows:
 Programmatic: Where users create a custom extract program to automatically build the extract file(s).
 Manual: Where users key data into a file source, that is, an Excel workbook.
 Combination of Programmatic and Manual: Where users create a custom extract program to automatically build their extract file(s)
from the legacy system tables/files that will be used to load the Excel worksheet. Then, users manually key additional data in the
worksheet.

Preferred methods are determined by volume, complexity of the data, and accessibility to legacy systems. No matter the method(s)
chosen, the ultimate goal is to unify the data so that it can be entered using the Load Initial Balances process.
LOADING BALANCE VALUES
When you create the batch header and lines, consider the following:
 Divide your employees into separate batches to limit the size of each batch (there is no size limitation, but to keep batches
manageable, it is recommended to limit batches to 5000 lines).
 Divide your batch by legislative data group (LDG), as batches are created per LDG.
 Within a batch, ensure that you include batch lines for every balance to be initialized for a person. You cannot split batch lines for a
person across multiple batches.
 Batches are single threaded, but you can enter and process multiple batches in parallel.
 The date you specify on the batch header applies to all lines unless you enter an override date at the line level. The date at line level
must be on or before the date on the header. The date at the batch header level is required.
 You cannot initialize balances once you have run any payroll processes.
 When initializing involuntary deduction balances, you must create the involuntary deduction card before processing the balance
initialization.
Initialize Balance Record Types
The Balance Initialization Batch data uploaded with HCM Data Loader uses the Global Payroll Balance Initialization Batch and Batch
Line business objects. This generic object hierarchy provides record types to support the various localization requirements. The batch
data utilizes the following record types:

The two files are used for performance reasons as the lines can be loaded with multiple threads. If a single file is used, HCM Data

This task is the responsibility of the Payroll staff with assistance from the client conversion team.

There are various methods and means to accomplish the reconciliation of balances. You’ll need to decide what will work best. The goal
is to ensure there is a complete match between the legacy and Fusion balances. Any variance must be accounted for, especially the
tax related balances since these will be used not only for payroll calculation purposes but also for tax year end reporting.
It is suggested to begin your review by inspecting the balances of a few employees that represent a good statistical sampling of both
loaded balances and a good representation of the company itself. Identify and correct any errors to these and other employees as
research dictates. Keep re-inspecting the balance load results until you are satisfied all issues have been addressed. Next, perform the
same steps but for the entire company population.
To aid with your research there are several tools at your disposal that Fusion provides. Listed below are some tools you can use:
 Balance Results page (see View Person Process Results and View Payroll Process Results sections)
 BI Publisher - a technical member of the conversion team can write queries to meet the needs of the reconciliation process.
