Community Corrections Partnership (CCP) Action Minutes Monday, August 1, 2011 - 3:30 pm Monterey County Probation Department 1422 Natividad Road, Salinas, CA 93906 Administration Conference Room (831) 755-3913 Attendees: Manuel Real (Chair), Elizabeth Balcazar, Jeff Budd, Nick Chiulos, Darius Engles, Marisa Fiori, Nancy Hatton, Max Houser, Robin McCrae, Marcia Parsons, Tim Roberts (Presiding Judge), Alma Sanchez, Terry Spitz. 1. Welcome/ Call to Order The meeting was called to order at 3:35 pm. 2. Public Comments (limit 3 minutes per speaker) There was no public comment. 3. Regular Agenda A. Approve the CCP Meeting Minutes of July 25th. Action: Meeting minutes approved. B. Receive an update from subcommittees of the CCP. Action: Update received. Subcommittees of CCP members will continue to focus on a) supervision; b) custody; c) rehabilitative/ treatment services and d) courts/ justice partners, to identify and recommend strategies and programs. The Treatment Committee members met on July 29th to review the current treatment services and to identify additional resources. The Sheriff’s Office is pursuing the purchase of additional modular beds at $33,000 each. Approximately 75% of current inmates at County Jail are awaiting trial, and 10% of the population is females. C. Receive an update on: 1) PRCS Designation 2) Visit to Santa Cruz Pre-Trial Services Action: Update received. 1) On July 26th, the Board of Supervisors designated the Probation Department as the county agency to provide Post Release Community Supervision to certain adult offenders, pursuant to AB 109 and AB 117. 2) Chief Real and Probation Division Manager (PDM) Todd Keating visited the Santa Cruz Pre-Trial and Jail Alternative Services on July 27th; Probation distributed informational material on the Santa Cruz Pre-Trial Services to Chief Deputy Budd. D. Next Steps: 1) The Treatment Committee members will meet on Tuesday, August 9th; 2) The Courts/Justice Partners Committee will soon coordinate a meeting to review the laws and procedures for revocation hearings from the Administrative Office of the Courts (AOC’s); 3) Review the procedures, guidelines, costs, and expansion of the Electronic Monitoring program; 4) Probation will distribute: Report from AOC, and Santa Cruz Pre-Trial and Jail Alternative Services documents; 5) Probation will research if state funding for training and implementation can be rolled-over to fund implementation 6) Loyanne Flinn will obtain a report from Mercer Group, which already analyzed the targeted population. 4. Open Discussion Presiding Judge Roberts invited County Administrative Officer (CAO) Lew Bauman to the CCP meetings, and suggested that the County might need to allocate additional funds for the Public Safety Realignment. 5.
