the law of the sea. Several programmes were undertaken in co-operation with
LAFTA, the Andean Group, and the Central American Common Market.

Mr. Abdillahi Said OSMAN

At present Permanent Representative of Somalia to the Office of che United
Nations at Geneva and to its specialized agencies in Geneva.
Born on 7 July 193~, Ambassador Osman (married, with two children) finished
his school education in Somalia and in the United Kingdom and then took his law
degree, LLB with honours, from Hull University in 1962, winning the University's
prize in law. He was admitted to the Bar from the Middle Temple in 1963 and was
called to the Somali Bar in 1964. In 1965 he was awarded the United Nations
fellowship on human rights. In 1966-1967 he participated in the post-graduate
programme in international law and legislative drafting at London and Cambridge.
Mr. Osman joined the Somali Civil Service in 1964 and held the posts of
Secretary and Legal Counsellor in the Prime Minister's office (1964-1965),
Director, Consultative Commission for Legislation (1965-1968), Director-General,
Ministry of Justice (1968-1971), Legal Adviser at the Presidency of the Supreme
Revolutionary Council of Somalia (January 1971), Chief State Counsel
(July 1971-June 1976).
In addition, Mr. Osman headed many technical commissions concerned with
legislative reform and legal systems. He supervised and directed legislative and
legal work and appeared before the Somali Courts and the International Court of
Arbitration.
He was appointed a Judge of the Arbitration Court of the European Economic
Community and the Afro-Malagasy States in 1971.
His other governmental assignments and participation in international
conferences have included:
Legal Adviser, presidential delegation to the non-alignment summit conference
held in Cairo (1965») observer delegate to the session of the United Nations
decolonization Committee held in Dar-es-Salaam (1967); participant in the Dag
Hammarskjold Seminar on "Role of the United Nations in the Maintenance of Peace
and Security in Africa", Uppsala, Sweden (1968); representative of Somalia in the
Governing Body of the lLD, Geneva (1970); leader of the Somali delegation to the
International Labour Conference (1970); Rapporteur, African Labour Ministers
Conference held in Lusaka (1971); Member Adviser of the presidential delegation
to the OAU Foreign Ministers and summit conferences held in 1971, 1972, 1973,
1974, 1975 and 1976; Member of the non-alignment summit conference held in Algeria
(1973); Member Adviser of the presidential delegation to the Summit Conference of
East and Central African States held at Mogadiscio (1972) and at Brazzavi1le,
Congo (1974); member of the Somali delegation to the United Nations General
Assembly (twenty-ninth and thirtieth sessions); Adviser to the President in the
OAU extraordinary summit on Angola, held in Addis Ababa (December 1975) and member
of the Somali delegation to the United Nations Security Council at its 1889th

He accompanied the President of Somalia in the capacity of Adviser on his
State visits to 30 countries.
Following his accreditation as Permanent Representative of his country,
Ambassador Osman was elected President of the Conference of Plenipotentiaries on
