MINUTES
of the meeting of 13 May 2010 from 10.00 to 11.30

The meeting opened at 10.00 on Thursday 13 May 2010 under the chairmanship of Mr
Agustín Díaz de Mera and Mr Jorge Pizarro, co-chairmen.
1. Adoption of the agenda

The agenda was adopted as shown in these minutes.
2. Approval of the draft minutes of the meeting of 30 March 2010
The minutes were approved.

3. Co-Chairs’ announcements
Mr Agustín Díaz de Mera, co-chair, informed the Members that, given the broad
consensus on the content of the document presented and discussed at the previous
meeting, the Group could now adopt its draft recommendation, so that this could be
approved at the meeting of the Executive Bureau which would be held immediately
after the present meeting, to then be ratified by the Seville Plenary Session.
The co-chair went on to stress that this procedure would help maximise the political
impact of the recommendation, as this document would then be submitted to the EULAC Summit on 18 May 2010 in Madrid.

To that end, the co-chair pointed out that the purpose of the present meeting was for
the co-rapporteurs, Mr Jorge Pizarro Soto and Mrs María Muñiz de Urquiza, to
present their slightly revised final draft recommendation, which included the results of
the discussions at the previous meeting, followed by its adoption.

de Urquiza, of their revised draft recommendation, followed by an exchange of
views
The co-rapporteurs presented their revised draft joint recommendation. This was
followed by an exchange of views among the Members.
The following spoke: Ilda Figueiredo (European Parliament), Rosario Green (EUMexico JPC), Edvard Kožušník (European Parliament), Gustavo Borsari (Parlasur),
Patricio Zambrano (Parlandino), Renate Weber (European Parliament), Xanthis
Suárez (Parlacen), María Muñiz de Urquiza (European Parliament) and the co-chairs.
Decision: In view of the outcome of the debate, some very small amendments were
made to the draft and it was decided to submit it for adoption.
5. Adoption of the final draft recommendation by the working group
The final draft recommendation was adopted unanimously.
6. Other business
It was decided that the working group would ask the Executive Bureau for
authorisation to meet again when the Assembly’s standing parliamentary committees
met in November 2010, in order to assess how the EU-LAC Summit in Madrid had
followed up its recommendations.
The meeting closed at 11.30 on Thursday, 13 May 2010.
