EMERGENCY MEETING

Ms. Beebe, EL Coordinator, called the meeting to order at 8:50am. She welcomed everyone and thanked all for attending.
Ms. Rios, secretary, called the member’s names for attendance. There was a quorum, so this was an official meeting.
Ms. Beebe said that the meeting must be facilitated by an officer of ELAC, so the members must move to have Ms. Rios,
the ELAC Secretary, be the facilitator and someone else can take notes for the meeting. Ms. Menzies moved to have Ms.
Rios facilitate the meeting. Ms. Dominguez seconded the motion. The motion passed 5-0-0. Ms. Beebe volunteered to
take notes for the minutes.
Ms. Menzies and Ms. Rios lead the flag salute. Ms. Beltran and Ms. Menzies read the vision and mission.
Ms. Rios introduced Ms. Beebe, EL Coordinator. Ms. Beebe explained that the reason we were having an emergency
meeting was because we did not have a quorum on March 20, 2014 when ELAC approved the 2014-2015 Title III budget.
She explained that she must try three times to have a quorum before School Site Council can take responsibility for
decisions about English Learners without input from ELAC. She explained the 2014-2015 Title III budget again. Ms.
Beltran asked if the funds in Conferences for parents had to be for conferences that were not at Foshay, or if we could pay
to have parent workshops at Foshay so that more parents would come. Ms. Beebe said she did not know and that she
would ask the district and purchase workshops to be held at Foshay if it was approved. There is $4339 in the Title III
budget this year and only $3917 in the budget next year. Title III is the only budget ELAC will have. The principal will be
in charge of the new budget. The principal said she will consult with the coordinators before changing anything in the new
budget. Ms. Menzies moved to accept the 2014-2015 Title III budget and to recommend to SSC that they accept the
budget. Ms. Beltran seconded the motion. The motion passed 5-0-0.
Announcements – Ms. Beltran reminded the parents of the Clean Campus Day on Saturday, April 11th. Ms. Beebe
reminded everyone that there is a one-day CABE workshop for parents in Riverside. She will call members in April to see
if anyone wants to go. ELAC will pay for the workshop and travel expenses.
The meeting was adjourned at 9:32am.
The next meeting will be on May 15, 2014.

La Srta. Beebe, Coordinador del Programa de los Aprendices de Ingles, convocó la reunión para ordenar en 8:50am. Ella
dio la bienvenida a cada uno y agradeció todos por atender. La Sra. Ríos, Secretaria, llamó los nombres del miembro para
la atención. Había un quórum, así que esto era una reunión oficial.
La Srta. Beebe dijo que la reunión se debe facilitar por un oficial de ELAC, así que los miembros deben moverse para
tener la Sra. Ríos, la Secretaria de ELAC, sea el facilitador y algún otro puede tomar las notas para la reunión. La Sra.
Menzies se movió para tener la Sra. Ríos facilita la reunión. La Sra. Domínguez secundó el movimiento. El movimiento
paso con un voto de 5-0-0. La Srta. Beebe se ofreció voluntariamente a tomar las notas para los minutos.
La Sra. Menzies y la Sra. Ríos hicieron el saludo de la bandera. La Sra. Beltrán y la Sra. Menzies leyó la visión y la
misión.
La Sra. Rios introducido a la Srta. Beebe, Coordinador del Programa de los Aprendices de Ingles. La Sra. Beebe explicó
que la razón que teníamos una reunión de la emergencia era porque no teníamos un quórum el 20 de marzo de 2014
cuando ELAC aprobó el presupuesto 2014-2015 del Título III. Ella explicó que ella debe intentar tres veces de tener un
quórum antes de que el Consejo del Sitio Escolar pueda tomar la responsabilidad de las decisiones sobre principiantes
ingleses sin entrada de ELAC. Ella explicó el presupuesto 2014-2015 del Título III otra vez. La Sra. Beltrán preguntó si
los fondos en las conferencias para los padres tuvieran que estar para las conferencias que no estaban en Foshay, o si
podríamos pagar tener talleres de padre en Foshay de modo que vinieran más padres. La Srta. Beebe dijo que ella no sabía
y eso ella pediría a distrito y compraría los talleres que se sostendrán en Foshay si era aprobado. Hay $4339 en el
presupuesto del Título III este año y solamente $3917 en el presupuesto el año próximo. El Título III es el único
presupuesto ELAC tendrá. La Directora estará a cargo del presupuesto nuevo. La Directora dijo que ella consultará con
los coordinadores antes de cambiar cualquier cosa en el presupuesto nuevo. La Sra. Menzies se movió para aceptar el
presupuesto 2014-2015 del Título III y para recomendar a SSC que aceptan el presupuesto. La Sra. Beltrán secundó el
movimiento. El movimiento paso con un voto de 5-0-0.
Anuncios – La Sra. Beltrán recordó a padres el Día Limpio del Campus el sábado 11 de abril. La Srta. Beebe recordó cada
uno que hay un taller de un dia de CABE para los padres en Riverside. Ella llamará a miembros en abril para ver si
cualquier persona desea ir. ELAC pagará los costos del taller y de recorrido.
La reunión fue aplazada en 9:32am.
La reunión siguiente estará el 15 de mayo de 2014.
