What is a budget?
How is it useful?
Why use a budget?
Generally, a budget is a useful financial instrument that regulates and measures the financial activity of
an organization.
A budget groups all the plans and activities of an organization in a set of actions.
The term budget refers to a preliminary financial plan and process that includes coordinating, controlling
and informing the existing variations between the actual numbers and the budgeted numbers, with the
the purpose of obtaining the established goals or objectives.
Preparing a budget involves all the responsible parties in the operation of an organization and provides
the means to assign the necessary resources to all the areas of the organization.
What are the benefits of a budget?
1. It is a useful tool for analyzing the projected results versus the real results.
2. It projects future results and anticipates critical situations.
3. It determines where resources should be placed to maximize the results.
4. It monitors the control of the results.
5. It detects deviations of funds.
6. It indicates opportunities and it detects possible dangers.
7. It is a learning instrument based on past results.
Some situations that affect the budget
Preparing a budget will generally be influenced by several external situations that include the following:
1. Industry (product manufacturing, transportation, services, etc.).
2. Business in general .
3. Local and world-wide economy.
4. Politics.
5. Culture and demography (statistics and study of the population).
6. Technology.
7. Health and human resources.

The economic factor in preparing a budget
When preparing a budget it is important to consider world-wide events that surround us.
The following factors should be considered:
1. Inflation, recession and depression.
2. Interest rates for financing or investment.
3. Manufacturing costs and possibilities for strikes.
4. Local and world-wide industry growth.
5. State and federal laws, and regulations.
6. Monetary exchange rates.
7. Energy cost.
8. Housing market and financing.
9. Cost of materials in general.
10. Cost of clothes, groceries and transportation.
Limitations of the budget system
As any administrative process, a budget system has its limitations. These limitations can be reduced with
the support of all, specially those people in charge of administrating the budget. Some limitations are:
1. The budget measures quantitative results: Generally the budget is prepared to measure the behavior
of numbers and it does not measure non-quantitative results. Some administrative activities are
difficult to measure quantitatively and there is a possibility that leaks will not be detected. These leaks
can be the ability to administer suitably, decision making, responsibility to obtain the goals, etc.
2. Dependent on correct information: To budget is to consider and to project results. Projecting
unrealistically and incorrectly can result in unexpected and unwanted results.
3. A budget does not replace experience: Frequently the budget is seen like a substitute that replaces
decision making. This is not true, since its intention is to serve as a guide and aid in the decision making.
4. Flexibility: The budget is not a straitjacket. Variations in administrative activities exist and can have
unexpected changes.
Some essential elements for a successful budgeting system
1, Organization: some requirements for people that prepare a budget is availability, responsibility and
organizational skills with some basic knowledge of budget and finances.
2. Reporting: a budget must have reports that link the budget with the accounting system. The
classification of the accounts, the method of entering information and the annual cycle of the budget and
accounting system should be the same, since the budget represents the final results of the
accounting cycle.
A budget is a projection of the financial activity and the final results of the accounting registries.
3. Support: Working together to obtain the goals is the responsibility of all.

¿Cuál es su utilidad?
¿Por qué se debe usar un presupuesto?
Por lo general, un presupuesto es un instrumento financiero útil para regular y medir la actividad
financiera de una organización.
El presupuesto agrupa todos los planes y actividades de la orgzanización en un conjunto de acciones.
Presupuestar es un término que se refiere al proceso de preparar un presupuesto, que incluye
coordinar, controlar e informar las variaciones existentes entre las cifras o números actuales y lo
presupuestado, con el fin de lograr los objetivos establecidos.
Preparar un presupuesto envuelve a todas las partes responsables del funcionamiento de la organización
y provee el medio para asignar los recursos necesarios a todas las áreas de la orgzanizción.
¿Cuáles son los beneficios de preparar un presupuesto?
1. Es una herramienta útil para analizar los resultados anticipados versus los resultados reales.
2. Proyecta futuros resultados y anticipa situaciones de crisis.
3. Determina dónde se debe colocar los recursos para maximizar los resultados.
4. Vela por el control de los resultados.
5. Detecta desviaciones de fondos.
6. Señala oportunidades y detecta posibles peligros.
7. Es un instrumento de aprendizaje basado en resultados pasados.
Algunas situaciones que afectan el proceso de presupuestar
Casi siempre el proceso de presupuestar es afectado por varias situaciones externas, entre las cuales
están las siguientes:
1. La industria (manufactura de productos, transportación, servicios, etc.).
2. Los negocios en general.
3. La economía local y mundial.
4. La política.
5. La cultura y la demografía (estudio estadístico de la población).
6. La tecnología.
7. La salud y los recursos humanos.

EL PRESUPUESTO
El factor económico en el proceso de presupuestar
Al preparar un presupuesto es importante considerar el ámbito mundial que nos rodea. Se debe tener en
cuenta los siguientes factores:
1. Inflación, recesión y depresión.
2. El mercado de los intereses para financiamiento o inversión.
3. Costos de mano de obra y posibilidad de huelgas.
4. Crecimiento de la industria local y mundial.
5. Leyes y regulaciones estatales y federales.
6. Intercambio monetario.
7. Recursos y costos de energía.
8. El mercado de las viviendas.
9. Costos de materiales en general.
10. Costos de comestibles, vestimenta y transportación.
Limitaciones del sistema de presupuesto
Como todo proceso administrativo, existen algunas limitaciones al usar un sistema de presupuesto.
Estas limitaciones se pueden reducir con el respaldo de todos, especialmente aquellas personas
encargadas de administrar el presupuesto. Algunas limitaciones son:
1. El presupuesto mide resultados cuantitativos:
Por lo general, el presupuesto se prepara para medir el comportamiento de números y no para medir
resultados no-cuantitativos. Algunas actividades administrativas son difíciles de medir
cuantitativamente y se pueden filtrar sin ser reconocidas. Estas pueden ser la habilidad de
administrar adecuadamente, la toma de decisiones, la responsabilidad de lograr las metas, etc.
2. Dependencia de información correcta:
Presupuestar es estimar y proyectar unos resultados. El no estimar o proyectar de forma realista
o correcta puede resultar en variaciones no esperadas o deseadas.
3. No substituye la experiencia:
Frecuentemente el presupuesto se ve como algo que substituye la toma de decisiones. Esto no es así,
ya que su intención es servir de guía y ayuda en la toma de decisiones.
4. La flexibilidad:
El presupuesto no es una camisa de fuerza. Existen variaciones en las actividades administrativas
que con lleva cambios imprevistos.
Algunos elementos esenciales para un sistema de presupuesto exitoso
1. Organización: preparar un presupuesto requiere gente organizada, responsable y dispuesta que
tenga algunos conocimientos básicos de presupuesto y finanzas.
2. Un sistema de informes: un presupuesto debe contar con un sistema de informes que armonice el
presupuesto con el sistema de contabilidad. La clasificación de las cuentas, el método de
contabilizar información y el ciclo anual del presupuesto y de contabilidad debe ser el mismo,
ya que el presupuesto representa los resultados finales del ciclo de contabilidad.
Un presupuesto es una proyección de la actividad financiera y del resultado final de los registros de
contabilidad.
3. Respaldo: El trabajar juntos y en equipo para lograr las metas es responsabilidad de todos.

NOTA A - ORGANIZATION AND SIGNIFICANT ACCOUNTING PRACTICES

1. Organization (Organización)
The Sample Church is a non-for-profit organization dedicated to the
proclamation of the Gospel and to the service of the community
through social programs.

2. Revenue and expense reporting (Reconocimiento de ingresos y gastos)
Revenue and expenses are generally reported under the accural
accounting method.

3. Depreciation (Depreciación)
Equipment and furniture is recorded at cost. Depreciation is provided
by the straight-line method over the estimated useful lives of the related assets.

The financial statements have been prepared in accordance with the principals
of fund accounting to ensure that The Sample Church has accounted for
and reported funds in accordance with any limitations and/or restrictions
imposed on funds by the Church Board or by donors. Separate accounts are
maintained for each fund.

NOTA D - PENSION PLAN (PLAN DE PENSION)
All employees of The Sample Church, who meet certain eligibilty requirements
participate in a defined contribution retirement plan of the Pension Fund of
the Church. Payments made annually to the plan are 14% of the base salaries
of the participating employees. The ministers base includes the parsonage.

sanando en el nombre de Cristo. Yo adiestro ministros en
seminarios y proveo ayuda a los retirados después de cumplir
servicios fieles a Dios a través de la Iglesia. Es por mí que el
enfermo encuentra fortaleza espiritual y el atribulado o
desalentado recibe estabilidad y firmeza. Yo salgo por el mundo
predicando el evangelio en todos los idiomas. Yo llevo la Palabra
