The English Learner Advisory Committee (ELAC)
What is ELAC?
California Education Code requires each public school; grades K-12, with 21 or more English Learners
(EL) must form an English Learner Advisory committee (ELAC), or subcommittee of an existing schoollevel advisory committee.
ELAC provides parents of EL students a place to collaborate with other site parents and staff. Ed. Code
specifies the main duties of ELAC are to advise the school principal, staff & School Site Council on:
• The school’s program for English learners
• The development of the Single School Plan for Student Achievement
And assist with:
• The school’s needs assessment
• The school’s annual language census (R-30 report)
• Efforts to inform parents of the importance of regular school attendance
Who can be an ELAC member?
ELAC members are elected. The percentage of parents of EL students on the committee must be at least
the same as that of ELs at the school. Membership includes parents, but may also include staff and
community members. The ELAC must elect a representative to the DELAC (District English Learner
Advisory Committee.) ELAC meetings are open to the public. Non-elected parents of EL students are
especially welcome.
Developing Leadership Abilities
ELAC offers parents the opportunity to develop leadership skills:
• Elected members receive training from the District
• Officers may be elected though not required
The Role of the Parent Representative to the DELAC Committee
The King City Union School District (KCUSD) has the pleasure of collaborating with the parents of
English Learners who have accepted the role of being the school site parent representative to the DELAC.
The parents of the ELAC committee elect a representative to the DELAC and one alternate. The school
site representative represents the parents at their site who have children acquiring English as a second
language and acts as a bridge between the school’s ELAC and DELAC.
The responsibilities of the DELAC representative include:
• Attend the ELAC meetings at their schools.
• Attend the DELAC meetings.
• During the school’s ELAC meeting he/she shares the minutes of the district meeting (DELAC), this
helps to keep EL parents informed.
• The DELAC parent representative acts as a “link”, a “bridge”, that represents the needs of English
Learners from their school to the district.
Research shows that parents who participate in school committees & activities provide a strong message to their
children that school is important. Your participation at the school level, in regards to services for EL students is
welcomed and needed.

El Comité Consultivo para Aprendices de Inglés
¿Que es ELAC?
El Código Educacional de California requiere que cada escuela pública, grados K-12, con 21 o más estudiantes
Aprendices de Inglés deben formar un Comité Consejero de Aprendices de Inglés (ELAC), o el subcomité de
un comité consultivo de nivel escolar existente.
El ELAC proporciona a padres de alumnos Aprendices de Inglés un lugar para colaborar con otros padres y
personal escolar. El Código educacional específica que ELAC aconseja al director y profesorado escolar en:
• El programa de la escuela para Aprendices de Inglés
• El desarrollo del Plan Escolar Singular para el Aprovechamiento del Estudiante
Y asista con:
• Una Encuesta - Evaluación de las Necesidades por cada escuela
• El censo de lenguaje anual de la escuela (reporte R-30)
• Esfuerzos para informar acerca de la importancia de asistencia regular escolar
¿Quien puede ser un miembro de ELAC?
Las membresías de ELAC son elegidas. El porcentaje de padres de alumnos Aprendices de Inglés del comité
debe ser al menos el mismo como aquel de Aprendices de Inglés en la escuela. Membresía incluye a padres de
familia y puede incluir profesorado de la escuela y personas de la comunidad. El ELAC elije un representante
al DELAC (Comité Consultivo del Distrito para Aprendices del Inglés). Las reuniones de ELAC están
abiertas al público; especialmente los padres de familia de estudiantes Aprendices de Inglés están bienvenidos.
Desarrollando Habilidades de Liderazgo
El ELAC ofrece a padres la oportunidad de desarrollar su liderazgo:
• Membresía elegida de ELAC recibe capacitación del Distrito
• Elige oficiales, pero no es requisito
Papel del Padre Representante de las Escuelas al Comité DELAC
El Distrito Escolar del King City (KCUSD) tiene el gran placer de colaborar con los padres de alumnos que
son Aprendices de Inglés, quienes toman el papel de representantes de las escuelas al distrito. Los padres de
este comité eligen un representante al comité DELAC y un alterno. En DELAC, los representantes proveen la
representación de padres de estas escuelas cuales tienen alumnos aprendiendo inglés como segundo idioma.
Los Representantes de las escuelas sirven como un puente entre las escuelas y el comité DELAC.
Responsabilidades del representante a DELAC son:
• Asistir a las juntas mensuales de ELAC en su escuela;
• Asistir a las juntas mensuales de DELAC;
• Durante la junta mensual de ELAC en su sitio, él/ella comparte las actas de la junta mensual del distrito,
DELAC, manteniendo a todos los padres de su escuela informados;
• El representante a DELAC actúa como el “enlace” o el “puente”, que conecta las necesidades de los
Aprendices de Inglés de su escuela con el Distrito.
La investigación muestra que los padres que participan en comités escolares y actividades proveen un mensaje
fuerte a sus niños que la escuela es importante. Su participación al nivel escolar al respecto de los servicios para
los Aprendices de Inglés es apreciada y necesaria en su escuela.
