Sinaloa State Attorney General Marco Antonio Higuera Gómez Procurador General de Justicia del Estado Sinaloa Blvd. Enrique Sánchez Alonso No. 1833 Desarrollo Plan Tres Ríos, C.P. 80030, Culiacán, Estado de Sinaloa México Dear Attorney General, I am writing to you in relation to the case of Yecenia Armenta, the Mexican woman, who was brutally tortured and raped. Yecenia Armenta was arbitrarily arrested and held captive by Sinaloa State policemen, who tortured and raped her to coerce a confession which states that she had a role in the murder of her husband. She signed her „confession” only when the policemen threatened to rape and kill her children. Several independent experts stated that Yecenia was in fact beaten and tortured, though no one was prosecuted. I strongly urge you to drop all charges against Yecenia Armenta and release her from prison, because all charges were solely based on a confession coerced by torture. I also call on you to immediately start an overall, impartial inquiry to ascertain the culpability of the policemen in the torture of Yecenia, including the responsibility of the commanders. I furthermore urge the Sinaloa authorities to provide reparations to the woman for the torture she suffered in accordance with the recommendation of the Sinaloa State Human Rights Committee, and I distinctly ask the Federal Attorney to thoroughly examine the medical experts’ reports of the torture victims, and to ensure the experts’ independent operation. Sincerely, Powered by TCPDF (www.tcpdf.org)
