LAND USE PLANNING
An experience in the Bolivian Amazon-PANDO
The Land-Use Plan (PLUS) is a technical-normative tool for:
•Renewable natural resource management:
✓Government (serves to give use rights and land use
regulation)
✓Land-users (serves to restrict and recommend land
uses)
•Sustainable Development
The PLUS PANDO was an Executive Order in 1996,
elevated to a Law in 2005
Zoning an area:
AREA: 63,827 km² - POPULATION: 66,689 (2005)
Scale 1:250.000 (regional planning and reconnaissance)

Land-Use Plan: ACCOMPLISHMENTS
•
FORESTRY POTENTIAL of Pando was technically and socially established.
•
It was the basis for the establishment of territories for permanent forestry production.
•
Establishment of new boundaries for the “Manuripi” National Amazonian Wildlife
Reserve
•
Creation of the Federico Roman Departamental Wildlife Reserve.
•
It is a tool for Land-Use Certification through the Forestry and Agrarian
Supervision Offices and the Regional Land-use Planning Office in Pando.
•
It is a reference for regional planning and other lower scale land-use plans
(development, communal, predial, forestry, other)
•
Even though its distribution has been limited, it is still generating awareness in the
local people and it serves for defense of the FORESTAL APTITUTIDE of their
territory.
