The participation of MINECO aims at fostering the participation of Spanish
research groups in international consortiums in the European Research Area,
funding, in the joint call, the selected projects in the ERA-HDHL.

The instrument for funding these projects would be the Call on International
Joint Programming Actions 2016 (APCIN2016)
The call is managed by the Deputy Directorate General for International
Projects (SGPINT) Web link to SGPINT at MINECO
Please note that the Spanish entities awarded in this call are obliged by the
regulations established in the corresponding national call and the funding
limits established below.
Purpose of

The projects funded by the MINECO must be in line with the main objectives

Eligible
institutions
The eligible entities for MINECO funding are:
Non-profit research organizations according to the APCIN call 2016.
As eligible entities by ISCIII, the following entities are excluded by MINECO
funding:


Instituciones sanitarias públicas y privadas sin ánimo de lucro, vinculadas con
el Sistema Nacional de Salud y que desarrollen actividad investigadora.
Institutos de investigación sanitaria acreditados conforme a lo establecido en
el Real Decreto 339/2004, de 27 de febrero, y normas complementarias.
Although enterprises will not be funded through the National Call, the Spanish
private sector is very much welcome to participate as associate with Spanish
research institutions, using their own funds or funding from other national or
regional calls. However, MINECO establish in APCIN 2016 a limited funding in
order to promote this cooperation between the public and private sector (see
the Funding rates).

Funding rates
Eligible applicants:
- Mandatory:
- The international project should adjust to the rules of the international
call.
- Applicants must be eligible according to the APCIN 2015 call and must
have experience as investigators in projects funded by the Plan Nacional I+D+I
2008-2011 and/or the Plan Estatal I+D+I 2013-2016, or in ERC Grants, or in
Projects of the European FP7.
- Not allowed:
- Double funding (overlapping with other EU or National funding).
- Principal investigators are not allowed to apply for funding in more than
one proposal of this call.
- Principal investigators are not allowed to apply for funding in more than
one selected proposal from different ERA-Nets initiatives in APCIN 2016.
- Principal investigators who had obtained funding in APCIN 2015 are not
allowed to apply in this call.
The final decision will take into account the transnational evaluation of the
cooperative project and the financial resources available. Only excellent
projects where international collaboration is a clear added value will be
funded.
- Personnel costs for temporary contracts (fellowships are not eligible).
- Current costs such as those incurred in purchasing small scientific
equipment, disposable materials, travelling expenses and other costs that can
be properly justified as necessary to carry out the proposed activities
- Indirect costs (overheads) or clinical assays (proofs of concept, proofs of
principle) are not eligible for funding.
The following funding limits are considered eligibility criteria by MINECO.
Proposals not respecting these limits could be declared non eligible and thus
not recommended for funding.
When one Spanish legal entity participates in the proposal, the maximum
funding is 150.000 € (additional 50.000 € when the project is coordinated by a
Spanish PI).
When 2 Spanish legal entities participate in the same proposal, the maximum
funding of the Spanish part should not exceed 200.000 € per project
(additional 50.000€ when the project is coordinated by a Spanish PI).
With the aim to promote the participation of Spanish enterprises, the Spanish

eligible entities would cover their costs for meeting attendance (up to 2.000 €
per year).
In the case of the centres formed by some Spanish legal entities, the
maximum funding should not exceed 150.000 € per project (mixed centres).
Further
instructions
As stated in the call text, the project leader of each consortium must submit
the full proposal electronically to the common Call Secretariat Web link to
convocatoria internacional.
Once the transnational evaluation procedure has been completed and the
researchers involved have been notified, the Spanish applicants who have
been selected for funding will be invited to formally apply to the APCIN2016
call.

Mandatory
Any publication resulting from the granted projects must acknowledge
acknowledgement “Project of reference nº XX funded by MINECO through APCIN 2016” even
after the end of the project.
