JOINTCOMMUNIQUÉ#97 Havana,September6,2016 TheNationalGovernmentandtheFARC–EP,pursuanttojointcommuniqué#96dated September2wherebyweagreedtostartthedepartureprocessoftheminorsfromthe camps of the FARC – EP, hereby inform that we have agreed on a departure and transitoryshelterprotocolforboys,girlsandadolescentsleavingtheFARC–EPcamps. For that purpose, a transfer team will be formed from the exit point, made up by personneloftheInternationalCommitteeoftheRedCross–ICRC-whowillcoordinate the operations, and two delegates of the social organizations that are part of the TechnicalTablecreatedbymeansofCommuniqué#70datedlastMay15. The availability of two family advocates will be contemplated for these transitory locations, in order to solve any unforeseen circumstances that may require their intervention. Attheexitlocation,theICRCwillconductapreliminaryassessmentofthephysicaland mental health conditions of the minors; it will verify their identities and their basic personalinformation,whichwillberecordedinthedepartureminutes. Upon conclusion of this stage, the transfer team will deliver the boys, girls and adolescentstothereceptionteammadeupwithrepresentativesofUNICEFwho,with supportfromtheIOM,willoperatethetransitoryreceptionsitespreviouslydetermined byUNICEF. Asecondmedicalandpsychologicalassessmentofeachboy,girlandadolescentwillbe carried out there in order to identify any situation which may warrant specialized attention. Immediately thereafter, the preparatory activities for the reincorporation, comprehensivereparationandsocialinclusionwillbegin. Ontheotherhand,atechnicalsupportcommitteewillbeformed,whosepurposewill betoprepareobservationsandcommentsdirectedtothefamilyadvocatesinchargeof restoringtherightsoftheseboys,girlsandadolescents. TheCommissionfortheImplementation,Follow-upandVerificationoftheFinalPeace Agreement and Conflict Resolution (Comisión de Implementación, Seguimiento, VerificacióndelAcuerdoFinaldePazydeResolucióndeDiferencias),agreedlastAugust 24,willfollowuptheexecutionoftheactionssetforthintheprotocolandthetransitory receptionplan. WeinvitetheOfficeoftheSpecialRepresentativeoftheSecretaryGeneraloftheUnited Nations for Children and Armed Conflict; the Carter Center, the Geneva Call; the CoalitionAgainsttheAssociationofBoys,GirlsandYoungsterstotheArmedConflictin Colombia,(CoalicióncontralaVinculacióndeNiños,NiñasyJóvenesalConflictoArmado enColombia–Coalico);theNationalAssociationofPeasantReserveZones(Asociación NacionaldeZonasdeReservaCampesina–Anzorc)andCommunitiesBuildingPeacein theTerritories(ComunidadesConstruyendoPazenlosTerritorios–Conpaz),tosupport, accompanyand/oroverseethisprotocolandthetransitoryreceptionplan. The ICRC will be the only spokesperson in charge of publicly informing about the developments in the fulfillment of this protocol, in this first phase of the release of minorsfromthecampsoftheFARC–EP.
